Assisted living facility owners and managers are subject to a great deal of scrutiny from various governmental agencies. The CALA Government Relations Committee was formed to provide our members with an opportunity to be involved in the decision-making processes.
This year we focused on an issue that many members felt was creating a big dilemma. The QMAP (Qualified Medication Administration Personnel) program as administered by the Colorado Department of Public Health and Environment (CDPHE) has been unable to provide enough classes for prospective employees, particularly toward the end of the calendar year. Turnover in this industry is often high. Without an influx of freshly-trained employees, administrators have to scramble to cover their shifts.
The initial contact with Randy Kuykendall, our Division Director at CDPHE, revealed that he was also frustrated, but limited in his ability to deliver instruction opportunities by state law. In addition, we found that he was open to the idea of making a change in the law that would help solve the training issue. CALA staff worked closely with CDPHE and the state legislature to come up with a draft bill. Our initial sponsors were Representative Edward Vigil and Senator Leroy Garcia, but several other legislators signed on to the bill as it proceeded.
As with most opportunities for change, there was some opposition. Several members of CALA testified before legislative committees. Our QMAP bill passed. Now, the real work begins. Sometime in August of this year, a committee of stakeholders will be formed to work with CDPHE in designing the new regulations. If you are an owner, an administrator or a QMAP teacher, we need your help. If you are interested in participating, please let us know. It is time to roll up our shirt sleeves and create some regulations that actually make sense and improve the operations and safety of assisted living facilities.
